Best would be Gino Lucrezi would give you some information. Unfortunately he 
is very busy at the moment, so this could take some time.

I'm involved in different scouting projects including the IT-Commission of the 
Swiss Guide and Scout Movement, the Team managing the technical background of 
the website of the Swiss Guide and Scout Movement and also ScoutNet 
Switzerland.

FidoNet Technology based.
ScoutNet hat a bit of a difficult start with a part of it breaking of and 
trying to found a separate scoutnet they called GSO.

Somewhen, probably in 1996 scoutnet.org also started offering mailinglists. 
Later Gateways to Newsgroups were added.

So mainly scoutnet.org is just the domain and name under which many national 
scoutnets do act.

The Italian part of scoutnet is managed by Gino Lucrezi. So it's him who has 
the overview of which Mailinglists are official ones and who requested or 
owns them.
You tell me, that the masci lists belongs to a private owner. Who is that? Do 
you have any idea? I did unsuccesfully try to find out a while ago.

ScoutNet.org is not an official WOSM approved scout association (it does not 
belong to any country), but in many countries like switzerland, works very 
closely with the national scouting association.

ScoutNet.org also provides some mailinglists form WOSM. These are official 
ones. So there also is a long standing co-operation with WOSM.

As far as I know, the Masci list, is not a blog or whatever. A Blog usualy as 
I understand is, is maintained by one person publishing articles while others 
might be able to send comments.

The Masci Mailinglist is a fully open mailinglist. So all subscribers can read 
and post messages. This allows discussions among the subscribers about MASCI.

The 'credo' of ScoutNet is: ScoutNet - We connect scouts

This is what we mean to do by offering all these communication opportunities. 
We want to encourage the discussion and exchange between scouts about 
specific topics, even internationaly.
